Elaine Kamarck is an expert on American electoral politics and government innovation and reform. She is a Senior Fellow in the Government Studies program and Director of the Center for Effective Public Management at the Brookings Institute. She has also been a lecturer on public policy at Harvard’s Kennedy School, and held a variety of positions that have given her a unique perspective on events in Washington.
